I.O.K.A. WINTER INDOOR SERIES

2008/2009 RULES & REGULATIONS

 

Classes will be Bandit, Boxstock, Hotrod, 125, Junior 500, Open 500, and Sportsman(desperado).   Fee schedule will be posted at the sign-up table.

 

DISCLAIMER:

Winter Indoor Series Races are held under the permission of OMC (Owyhee Motorcycle Club).  All Rules and Guidelines set forth by OMC for conduct of racing events held at the Caldwell fair grounds will be strictly adhered to.  OMC Officials have jurisdiction over all Events, Facilities and Premises being utilized for race events.  Parking for race events will also be at the direction of OMC.

I.O.K.A. Operates and controls the Outlaw Kart events only. 

The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF, OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death of a participant, spectator or official.

 

***ATTENTION***

CONSUMPTION OF ALCOHOL BY PARTICIPANTS AND THEIR IMMEDIATE CREW DURING RACING EVENTS WILL NOT BE TOLERATED.   IF YOU ARE SEEN DRINKING BY AN IOKA OFFICIAL BEFORE THE LAST MAIN EVENT, YOU OR YOUR DRIVER WILL NOT RACE AND ALL POINTS FOR THAT EVENT WILL BE FORFIETED!! 

 

The Promoter shall be empowered to permit minor deviation from any of the specifications herein or impose further restrictions that, in their opinion, do not alter the minimum acceptable requirements.  NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS. 

**Drivers and parents of minor drivers are responsible to read and understand the rules and regulations.  Minors MUST be accompanied by an adult at all times**  

 

KART CONFIGURATION—ALL CLASSES

1.  Frames must be of kart configuration. Not to exceed 90” in overall length. NO EXCEPTIONS. Kart not to exceed 350 lbs. including full tank of gas.

2.  Tires must be kart type only. Not to exceed 6” wheel diameter.  Any brand tire is allowed.  Bandit, Box stocks, and Hotrods may run slicks, all other 2-stroke classes must run treaded tires.

3.  Cages are mandatory, a Must for protection of the driver. Not for looks or wing mounts.  Halo is recommended but not mandatory unless top of driver’s helmet is closer than 2 inches to the straight line drawn across the bottom of the bars between top roll cage.

4.  Wing sides must stay within 3” from outer most edge of kart. No sharp edges or too long of bolt. Overall length is 48” maximum.  Drivers Vision must not be blocked.

5.  Uppermost part of kart and wing not to exceed 72”.

6.  Bodies must be fiberglass, aluminum, or lexan. No sharp edges or protruding parts. Driver’s vision must not be blocked.

7.  Wing, hood and tail piece are mandatory in all classes. 

8.  No bars, other than regular Nerf bar, may extend out past outer edge of tire on either side of kart.

9.  Karts must have an operational silencing system that conforms to the contour of the kart.  If your kart is too loud you will be asked to leave the racing surface.  Official’s decision is final.

10.  ALL KARTS MUST DISPLAY AT LEAST 12” NUMBERS ON RIGHT AND LEFT SIDE OF WING, Karts with illegible numbers will not be scored.

     a. Duplicate numbers are not allowed.  Out-of-town racers (no more than two race dates) with duplicate numbers will be allowed to race but number must include a letter.  Letter must be a minimum of 6”
     b. Numbers must be displayed on contrasting background.  Easily visible.
11.  This is open wheel racing. No front-end cowcatchers. If in doubt, see officials.
12.  All drivers under the age of 18 must be accompanied by a parent or guardian.  Minor’s release form must be signed prior to each race at sign ups.
            In addition: When parent or guardian is not in attendance, drivers must provide a letter from parent or guardian designating a temporary guardian. A NEW LETTER FOR EACH RACE.
13.  All karts must use commercially available gasoline only NO ADDITIVES ALLOWED.

 

SAFETY

YOU ARE RESPONSIBLE FOR THE SAFETY OF YOU AND YOUR KART.

 

1.  Brakes must be in good working condition at all times.

2.  Minimum standard for roll cage (tubing thickness): All classes 7/8” .063 chrome molly or 1”.083 steel. No exotic metals

3.  Roll cage must be securely fastened to the frame with grade 5 or better bolts, in at least four spots. Driver’s body must be completely inside roll cage. Roll cage height minimum of 2” clearance above driver’s head

4.  Aluminum high back racing seats are MANDATORY. Top of the seat should be no lower than the middle of the driver’s head. Seat mounts must be securely mounted to the frame with no excessive holes.

5.  All karts must have seat belts and shoulder harnesses. Shoulder harnesses must be mounted in a way to restrict forward body motion independently of seat. Lap seat belts should be mounted on frame. Cut or frayed seat belts will not be allowed.

6.  Driving apparel: Racing suits highly recommended. No shorts or cutoff pants. Fire retardant apparel is RECOMMENDED.

7.  Approved neck braces and arm restraints are mandatory. Arm restraints must be attached to lap belt and worn below the elbow.

8.  Helmets: Minimum Snell 2000 approved only (2005 Snell approved recommended). Helmet must fit drivers head.

9.  All drivers must maintain a working fire extinguisher in their pit area.

10.  All karts must have a 6” nylon tie attached to spark plug wire.

11.  Operational kill switch within driver reach is MANDATORY.

12.  No sharp or protruding objects on any part of the kart.

13.  Fuel line location cannot be closer than 2” to any of the exhaust system at any time. Fuel line must have ample slack for cage movement and should not be routed through tail tank.

14.  Fuel tank location: Out board mounted fuel tanks must have metal protection, particularly fuel petcock area.

15.  Left side door bars are MANDATORY and can be fixed (won’t open); door bar must open from the rear, no suicide bars.

16.  No axle protrusion beyond wheel rim. Retainer clips on the end of the axle are Mandatory.

17.  Smoking in pit area is not recommended. Use common sense.

18.  Any Official is permitted to remove karts from racetrack due to unsafe conditions to driver and/or other karts.

19.  Karts will be randomly teched and safety inspected.

20.  Sprocket and chain guards designed to prevent injury are mandatory. If in doubt, see Official.

21.  Any Official has the authority to disqualify a kart for safety violations.

 

INDIVIDUAL KART CLASS RULES

Any deviations to Class rules will be at promoter’s discretion.  The underlying goal of the indoor is driver development.  Age rule deviations must be approved by the promoter but if a driver is eligible to move to the next class next year and has proven themselves in their current class they will be allowed to race the indoor in the next class.  Promotor Decision is Final.  Sportsmanship will be strictly enforced.

 

BANDITS:

1.  Drivers age 5-8 years old. (All exceptions must be approved by the promoter prior to the first race.)

2.   This class is for new, inexperienced drivers. Promoter will determine when it is time to move driver up to Boxstock Class.

3.  NO POINTS ARE AWARDED IN THIS CLASS:  Drivers are eligible for end of year awards.

4.  Only approved engine is teched and sealed Intek spec motor available from X-treme Outlaw Karts.  Engine rules are same as Box Stock Outlaw. All engines must be teched and sealed. Absolutely no modifications of any kind allowed.

          A. Bandit engines must utilize a Horstman purple restrictor plate (.425 opening) installed between the carb and block. Any tampering with plate will result in DQ.

          A. Bandit engines must utilize stock, unaltered, OEM Intek muffler.  

          B. Bandit engines must retain stock unaltered choke assembly. 

          C. Briggs teched and sealed flatheads, with stock OEM muffler and Horstman purple  restrictor plate, may be allowed on a race by race basis, with permission from promoter.

5.  Bandit minimum weight is 260 pounds with driver.

6.  Minors must be accompanied by an adult at all times while in the pit area. Parent/Guardian is responsible for the actions of their minor child.

 

BOXSTOCK:

1.  Age Limit: 7 to 12 years old. (All drivers and age exceptions must be approved by the promoter prior to the first race).

2.  The Intek Spec motor available at X-Treme Outlaw Karts is the only approved engine for this class. It is teched and sealed by an approved outside source. A spec camshaft and valve springs are installed and the governor is removed.

(With prior approval , teched and sealed flatheads may be allowed as a spare, on a race to race basis).

          A.  If you supply the engine it will cost $150.00 to tech and seal. Only X-Treme Outlaw Karts are authorized to perform the tech.

          B.  All repairs will be performed thru an outside source. Engines brought in for repair or service with seals intact will not be charged to re-seal.

          C.  No modification to this engine.

          D.  Jet must be a Intek jet only.

          E.  ARC Billet rod approved #6250

          F.  Clutch, Drum type only. Noram Ratech is approved. MULTI  DISC CLUTCHES WILL NOT BE ALLOWED!!!!

          G.  Header is optional, approved muffler is mandatory.

          H.  Fuel tank location is optional, but must be promoter approved. Out board mounted tanks must have metal protection. Floor mount tanks with fuel pumps are allowed.

3.  Box Stock minimum weight is 270lbs including driver.

4.  Minimum wing size is 26” wide by 28” long, with minimum 10” sideboards.

5.  No front brakes

6.  Minors must be accompanied by an adult at all times while in the pit area. Parent/Guardian is responsible for the actions of their minor child

 

HOTROD:

1.  Age Limit 9-14 years old.  (All drivers and age exceptions must be approved by the promoter prior to the first race)

2.  Drivers in this class are required to wear a min. SFI 1 race suit.

3.  The only approved engine is the QRC/Subaru Spec engine available from authorized QRC dealers.  Seals must be present and not tampered with. Any tampering will result in suspension of driver, owner and kart for minimum remainder of season.

          A.  Timing is a Non-Tech.

          B.  Valve Lash is a Non-Tech

          C.  Spec carb. #VM26mm mikuni Carb.

          D.  QRC Billet Rod allowed

          E.  Clutch, Drum type only. Noram Ratech is approved. MULTI  DISC CLUTCHES WILL NOT BE ALLOWED!!!!

          F. Carb body must be as cast, spec VM 26mm Mikuni carb supplied with motor. Absolutely no mods allowed to carb body. Carb adjustments are allowed. Jets, slide, and needle are non tech items. Length of manifold to carb boot is non tech. Air cleaner types and adaptors are optional

          G.  Fuel tank location is optional, fuel pumps are allowed.

4.  No front brakes.

5.  Minimum weight is 300 lbs with driver.

 

125 CLASS:

1.  Age limit: 11-16 years old.  (All drivers and age exceptions must be approved by the promoter prior to the first race)

2.  Engine must be approved 125 cc dirt bike engine.

          A.  Stock OEM heads, may be milled, combustion area must remain stock

          B.  Cylinder and case may be ported.

          C.  Kick starter may be removed and plugged.

          D.  Must use stock 36 mm carb. No mods allowed. Carbs may be interchanged among manufacturers .

          E.  Aftermarket reeds/ reed assemblies, and spacers allowed.

          F.  Dirt bike pipes and silencers only, must be promoter approved. Must meet DBA requirements.

          G.  Must have complete and operable OEM transmission and clutch.

          H.  No lightening of any internal components.

           I. No decking the cylinder or block, no cylinder spacer s. Multiple gaskets are considered a spacer.

          J.  Max over bore .080

          K.  36mm carb is required

3.  Front brake is allowed.

4.  Minimum weight is 350lbs. including driver.

 

JR. 500 CLASS:

1. Age limit 13 to 16 years old.(All drivers and age exceptions must be approved by the promoter prior to the first race)

2. Jr. 500 minimum weight 400lbs.

3. Engines must be approved 2 stroke dirt bike engine. Minimum 400cc, maximum 500 cc plus .080 overbore, with stock stroke.

           A.  Must have complete and operable OEM transmission and clutch.

           B.  Must use stock 36 mm carb. No mods allowed. Carbs may be interchanged among manufacturers .

           C.  Stock head with no mods. Welding water outlets is approved.

           D.  Aftermarket reeds/ reed assemblies, intakes, and reed spacers allowed.

           E.  Must have complete and operable OEM transmission and clutch.

           F.  No decking the cylinder or block, no cylinder spacers. Multiple gaskets are considered a spacer. Cylinder porting permitted.

4.  All other applicable 500 rules apply.

OPEN CLASS:

1.  Age limit: 16 years or older,   .(All drivers and age exceptions must be approved by the promoter prior to the first race)

2.  Open Class minimum weight is 450lbs. including driver.

3. Engines must be approved 2 stroke dirt bike engine. Minimum 400cc, maximum 500 cc plus .080 overbore, with stock stroke.

           A.  Must have complete and working OEM clutch. 

           B.  Transmission, Cylinder, head, ignition, and reed cage are non tech.

           C.  No Cylinder spacers allowed.  STROKER MOTORS ARE NOT ALLOWED.

 

SPORTSMAN (DESPERADO) CLASS:

***Same Rules as open class except drivers must be minimum of 30 years old. Drivers under 40 years of age must have minimum 200 lbs body weight. All drivers must be promoter approved. This class is intended to be a true sportsman class. Over aggressive driving will not be tolerated.

1.  Total minimum weight for class is 475 lbs including driver.

RACING RULES & ETIQUETTE

NOTE:

THE OFFICIALS IN THE SCORE TOWER DIRECTING RACING EVENTS ARE RESPONSIBLE FOR THE SAFETY OF THE RACERS ON THE TRACK.  DO NOT APPROACH THE SCORE TOWER TO DISCUSS ANYTHING DURING RACING EVENTS.  WAIT UNTIL THE RACES ARE COMPLETED.

 

1.  Green Flag: Signifies the start of the race, the entire track is open for racing. Passing will not be permitted before the green flag is displayed.

A.  Initial double file starts:  When the one to go signal is given the two lead karts will bring the field up to MEDIUM SPEED in a SPORTSMAN like manner, ALL karts in the field must stay side by side until the green flag is displayed, ONLY the Green flag will start the race NOT the cone in turn 4. Once the lead karts reach the start cone and the Flagman is content with the line-up he will wave the green flag.  When the one to go signal has been given bumping, getting out of line, jumping the start, falling behind, and brake checking etc. will not be tolerated and subject to a black flag--if this situation occurs and the flagman waves off the start-- the kart or karts causing the delay will go to the back of the pack and the race will revert to a single file start.  The green flag can be displayed anytime after the lead karts reach the start cone and until they reach the start/finish line. There will only be one chance for a double-file start, initial race restarts will be single file, outside karts will fall behind the inside kart and karts causing the restart will be put to the back.  This will not be considered a yellow flag situation because the race has not started.

B.  Restarts: Subsequent restarts after yellow or red flag will require the race leader to bring the single file field up to medium speed in a sportsmanlike manner after the one to go signal is given.  Green flag will signal the restart once the lead kart reaches the cone in turn 4. Once the one to go signal has been given bumping, getting out of line, jumping the start, falling behind, and brake checking etc. will not be tolerated and subject to a black flag--if this situation occurs and the flagman waves off the start the kart or karts causing the delay will go to the back of the pack and the race will then be restarted

2.  Yellow Flag:  CAUTION. There may be an unsafe situation on the track All karts must come to parade lap speed. Failure to do so will result in being sent to the back of the pack. Single file formation, line-up will revert to the last completed green flag lap with karts causing or involved in the yellow being sent to the back OFFICIALS DECISION IS FINAL.  No racing to the Yellow Flag.

3.  Red Flag:  TRACK IS UNSAFE!! STOP AS SOON AS SAFELY POSSIBLE. Avoid sudden stops on the track in front of other karts; pull to the outside of the track as you slow down to stop.  Getting things going again will take less time. FAILURE TO OBSERVE THE RED FLAG in a timely manner will result in DQ and immediate removal from the race. Line-up will revert to the last completed green flag lap.

4.  Black Flag:  Pull to the infield immediately kart will cease being scored from time flag is displayed.  Rolled up Black flag is used as warning do not leave the track,

5.  White Flag: one lap to finish. If the white flag has flown and a yellow flag caution occurs it is still the last lap race will end at the checkered flag race to the checkered flag under caution. If the white flag has flown and the red flag occurs field will stop and race will finish with the results of the last completed green flag lap.

6.  Checkered Flag: Race is officially over. All karts must pass this flag to be scored.

7.  SPIN RULE:  There is a 3 spin rule, cause or become involved in three cautions and you will be black flagged to the middle of the track.  Officials decision is final!

8.  There will not be enough time during a race for damaged/mechanical problem karts to be allowed time to get back into the race, if any kart needs to leave the race it must pull to the middle of the track if the kart can be easily fixed it will be allowed back into the race only under yellow and at the discretion of the flagman. Exception: if a chain comes off or a kart stalls out on the track and can be easily fixed or restarted it will be allowed to continue AND UNLESS THE SITUATION IS THE CAUSE OF A YELLOW THEY WILL BE GIVEN THEIR SPOT BACK IN THE LINE-UP!!

9.  Parents and Pit Crew will be allowed into the roped off box in the center of the track and will not be allowed to work on their kart unless directed to by the flagman.

10.  RACING THROUGH THE INFIELD WILL NOT BE TOLERATED!!  If you spin into the infield during a race you must stop and yield traffic before proceeding with caution.  If you advance your position or create an unsafe situation you will be black flagged and not scored.  THIS IS YOUR ONLY WARNING!!

 

UNSPORTSMANLIKE CONDUCT

 

***ATTENTION***

1.  Fighting on the premises will result in permanent suspension.  Drivers are responsible for the actions of their pit crew.

2.  Any display of unsportsmanlike conduct (on or off the track) will result in a SUSPENSION, POINT PENALTY, REMOVAL FROM THE RACE AREA AND PITS, OR ALL OF THE ABOVE.

3.  Rough driving will result in docked position or black flag.

4.  Pit crew members observed verbally abusing drivers will result in loss of points or suspension of their driver.

 

POINTS:

1.  Points accumulated during the indoor go to the kart driver not their number; however kart number is registered to the driver at the beginning of the season.  all drivers must register their number at the first race and utilize that number for the remainder of the season if running for points/championship.

2.  Borrowing a kart is permitted, but the kart must legibly display the DRIVER'S registered number.  SCOREKEEPERS MUST BE NOTIFIED of any changes.

3.  To be eligible for points and end of season awards, drivers must not miss more than TWO scheduled races.

4.  Substitute drivers will be allowed for one race.  There will be a throw-out race, the lowest points total race day will be thrown out at the end of the season.

5.  Race Format:  Pill draw will determine line-up for 1st heat race.  Low pill starts up front.  2nd heat complete invert of pill draw.  Total points will determine Main event line-up.  Top points will start on poll.

 

Every kart that signs up and attempts to race will receive 100pts (drivers that receive a refund will not get points).   Heat race: 10pts for first decending 1 point per position thereafter.  Main event:  35pts for 1st, 30pts for 2nd, 28pts for third decending 1 point per position thereafter.
